Almost two years have passed since the State Duma of the Russian Federation adopted a law known as the “Dima Yakovlev Law”. Initially, Russian orphans were forbidden to be adopted by US citizens. Later, virtually all foreign adoptions were suspended. America was the number one country in terms of the number of adoptions from Russia. At the same time, it was often the Americans who adopted children with disabilities.
